CECILIO M. FERNANDEZ is a practicing Patent/Trademark Agent and IP Consultant in the Philippines. He was one of the topnotch passers of the Philippines' 1st Patent Agent Qualifying Examination in 2006 (2006 PAQE). Since then, the PAQE is given yearly by the Intellectual Property Office or IPO Philippines (IPOPHL) in partnership with the European Patent Office (EPO), through its EC-ASEAN Intellectual Property Rights Cooperation Programme (ECAP II).

He is a Mechanical Engineer by profession with his BSME degree obtained from the University of the Philippines (UP), Diliman, Q.C. where he also completed his MSME academic units. He is a holder of a Masters Degree in Business Administration from the Ateneo University.

He has been working in the field of intellectual property for over 40 years. He was a Patent Examiner / Senior Patent Examiner (Search and Substantive) of the then Philippine Patent Office (now Intellectual Property Office of the Philippines or IPO Philippines) for about 15 years handling civil, mechanical, electrical, electronic/computer/ IT(information technology)-related subject matters. He then became the first Director (CESO III) of the Management Information Systems (MIS) and EDP Bureau in the IPO Philippines in 1999. He retired from government service in 2009, and continued his career in IP as a Patent / Trademark Agent, and Consultant to law firms, practitioners and companies, especially in the area of patents, for about 15 years now.

As Bureau Director, he managed and established the IT systems (softwares and hardwares) of the IPO Philippines (IPOPHL) in the area of patent, trademark and general business administration.

As Area IP Manager for Visayas (Regions VI, VII & VII), he established and managed the Visayas IPO Philippines Satellite Office (IPSO) in Cebu City and conducted roving IP Seminars and Workshops including Advisories on Patents, Trademarks and Copyright to SMEs, academe, IP practitioners and inventors in these regions (e.g. Cebu, Bohol, Negros and Iloilo). The topics are focused on what SMEs/Exporters need to know about IP management and utilization as sound business strategy, IP benefits and incentives to business, and IP as a strategic tool for business success.

He is a member of the Philippine Association of Certified Patent Agents (PACPA) and Intellectual Property Alumni Association Inc. (IPAA), JPO Training Support Program.

He is now a Founding/Managing Partner of the First Intellectual Property Consultancy & Technical Services Co. (First IPCT or FIRST IP®) that was established with the view of providing cost-effective high-quality services to IP applicants and practitioners. FIRST IP® has been known and recognized locally and internationally as a prime IP firm/company in the Philippines for its high-quality and cost-effective IP services.

He has served as resource person in IP and IT related subject matters, and attended various seminars, training, international meetings as participant, speaker, and/or lecturer in the Philippines and other countries such as Japan, U.S., Germany, Switzerland, Netherlands, Australia, and ASEAN.
